SAFETY AND SECURITY PLAN

LSL KH-SIN SUPPLIER (CAMBODIA) CO., LTD. policy statement:
Safety is the ultimate concern of our company’s policy, which shall prevail over all the financial
and operational considerations. In order to achieve the very high safety standard, all members in
the Executive Management Team (EMT) and Site Managers, Project Coordinators are fully
accountable for the active involvement in the overall implementation and coordination of the
safety policy. We are highly committed to implement safety management in all aspects of work.
The site management staff will ensure that a safe working environment complying with the
legislation which can be provided to all manpower’s. Effective management staff implements
supervise all the tasks proactively. The individual safety responsibility statement will be
communicated to all level and provision of all information to implement on site. We believe all
accidents are avoidable and not to happen. However, all regulations, training, procedures,
equipment in the work cannot protect manpower who does not care for himself or his family.
Therefore, all manpower’s are requested to cooperate with their supervisors to improve the
safety standards continuously at work. Our goal is to do our best to strive for Zero Accident
Record.

Safety and Security Plan:
To ensure the “SAFETY FIRST” for all manpower’s on site and the third party during the
implementation of the project, the contractor based on its safety first include additional
considerations for the safety of the local residents who live inside the project site. The safety and
security plan consists of various meetings (as bellow) and around activities form with all
important and comments/suggestion related to the safety and security will be recorded in the
minutes and then will be put forward as action(s) to be implemented for the improvement of the
safety and security requirements.


Various meeting such as:

A. Daily morning: Tool box meeting on Site
B. Daily afternoon: Meeting on site
C. Weekly safety and security meeting
D. Safety and security patrol and follow-up
E. Monthly safety and security meeting

Safety and security precautions:

To help prevent accidents from happing, we have some slogans and precautions for safety and
security that all manpowers must always follow when working in the project site.

Safety and security education:
The Education on safety and security requirement is an ongoing program given to all manpower
during tool box meeting and at other times in order to ensure all manpowers are up to date with all safety requirements. Some guideline is prepared for the introduction to new
manpowers/recruits and new work.

Safety and security responsibilities:

Safety and security responsibilities involve with all persons such as project manager, site manager,
safety manager, construction manager, general foreman, workers, supervisor, security guard,
traffic controller, visitors, other (Local residents, Tourists, etc.)

Sign boards and lighting:
Safety sign boards, drums and lighting will be used to avoid any accident and inconvenience to
the public in order to keep out any unauthorized persons to the site, many “DO NOT PASS” signs
will be made on hard boards and placed along the site border. These signs will be also written on
safety drums and placed mainly on the detour roads. All main sign boards and their locations may
be updated when required. The layout plan of any updated safety arrangements will be discussed
with the consultant, sub-contractors and suppliers during the safety meetings.

Temporary access road and walkway:
Roads and walkways or detour will be made for local Residents-Villager who live inside the
project site. Temporary entry passes will be arranged for local residents who live inside the site.

Safety and security responsibilities:
Safety and security responsibilities involve with all persons such as project manager, site manager,
safety manager, construction manager, general foreman, workers, supervisor, security guard,
traffic controller, visitors, other (Local residents, Tourists, etc.)

Traffic control plan:

Temporary detour reads will be constructed to ensure a smooth and safe traffic flow during the
implementation of the project.

Safety information to the public:
Some information on the general safety awareness will be given to the public, especially the local
residents who live near and inside the project site prior to the commencement and during the
implementation of the project.

Accident reporting system:
For any accident, if it happens on site, the person involve will immediately report it to sinte
manger, project manager and HR manager within 24 hours to resolve the problems on time. In
case of any accident or injury, the full report will be prepared and submitted to the HR manager
within 24 hours, reason (s), counter measure (s), and education must be given for each accident
or injury.


EMERGENCY PLAN:

Although the project site is located in the city or in any provinces, we need a well set us communication network for both of our daily operations and emergency event. The contact
network includes: Near by Police, Local Authority, Hospital, First-aid kit.
